the color was fairly fast, but outlining each and every scale took a long long time!
i love how it turned out though, and, of course, it's all vector!!

Adobe Illustrator (CS4)
tools used:
Pen tool, pathfinder, LOTS OF GRADIENTS, and about 10 inner glows.

I use Illustrator myself, though I have the CS5 version. Anyway, great use of the gradients!
